As far as I have seen no. An aspect is an aspect. If anything it's more positive then direct motion. 8 of the 30 companies on the Dow Jones were founded with Mercury in retrograde. That's about 25%. Now considering that Mercury is only in retrograde about 10% of the time how could it be bad?
Now where aspects are concerned and you have one planet in direct motion and the other in retrograde in a quincunx it's considered top be a bi-directional aspect. And is very powerful. More powerful than a regular aspect.
For the second part of your question about Mars transiting to Natal Saturn. Mars doesn't move that slow. I think it's like half a degree a day so it wouldn't last that long. In conjunction it's not even that bad of an aspect. It's actually good. It brings extra energy for control. It all depends on how you use the transits. What you plan on doing.
Besides that there are times when the effects of a single transit are very strong and other times when they just play out in the background. I haven't figured out how to tell why or how quite yet.
